It refers to a controversial Spanish law proposed by Culture minister Ángeles González-Sinde (hence the name). The law tries to establish a process to shut down websites linking to copyrighted content (mainly targeting sites where copyrighted movies, tv shows, etc. can be seen online or downloaded).
