TopShop is a chain of clothes shops in the UK. They sell modern trends and fashions for the masses at high-street prices. This hashtag is a derogatory reference to the type of people who are pop-culture conformists. ie, X-factor fans, people who listen to pop music and think that clothes bought in TopShop are 'cool' and modern. Basically, the exact opposite to a rocker/metal-head.
